Requests for proposals (RFPs) are a necessary part of contracting out local government services and functions when the vendor cannot be chosen on the basis of price alone. This e-book looks at the steps in an RFP process, including areas of uncertainty and risk, and offers recommendations for successful procurement: getting the appropriate products and services while saving time and money and avoiding legal problems. Bulletproof RFPs emphasizes that RFPs should not be developed from scratch, but that local governments should endeavor to learn from one another.
